Phase 1 of a multi-phase programme.
We designed and built the platform end to end: public portals for applicants, multi-step validation with refer-back and amendment flows, certificate issuance, agent management, and a mobile application for field enforcement — designed, built and delivered by a small senior team to a fixed milestone schedule.
